I saw a Mitsubishi iMiEV today, and although I've seen a few around Toronto, I have never seen one that wasn't a fleet vehicle. That made me wonder: Is there any other car (that isn't specifically fleet-made) that has a ridiculous fleet-to-private ratio like the iMiEV? I'll be honest, the only thing that comes to mind otherwise is this:
Not because I don't see them in driveways or on the road, but rather because (as we all know) rental lots are filled with them.

Lincoln town cars, very rarely will I see a privately owned one, 9.9 times out of 10, I see them as chauffeur cars. At least, every one of them I see has those license plates that say "For hire."

Was the Captiva ever sold to private buyers though? Obviously, as the Vue it was, but I thought I heard this was fleet-only.

Technically no, but there are dealers with high fleet volume sales that have sold them to the general public.

VW Phaeton.
Used in Hong Kong as chauffeured cars for government officials. That particular car pictured is used by the Police Commissioner.

True, the ratio is massive, but you still see a good amount of these in private hands. And with this out of production, the ratio will soon come back to normal.

From my experience, I'd say Chevy HHRs had a very high fleet-to-private ratio, and so did Dodge Calibers w/ the CVT.

They did go fleet only at the end. the main reason being that no one was buying them new (Except my Neighbour) and they had already shut down Public sale of the Town Car. The last runs were for Fleet Export only as the emissions rules changed and they chose not to meet them. I think Saudi ordered a couple thousand.
